SEBI Proposes 'GARUDA' Framework for Accelerated AIF Launches
The Securities and Exchange Board of India (SEBI) has introduced the GARUDA framework, which stands for Green-Channel AIF Rollout Upon Document Acknowledgement, to fast-track the launch of Alternative Investment Funds (AIFs).
Under this proposed mechanism, AIF schemes can be launched within 10 working days of filing, significantly reducing the current mandatory 30-day waiting period.
The framework replaces the requirement for merchant banker due diligence with self-certification from the fund manager's CEO and compliance officer.
Eligible schemes, particularly Angel Funds and those restricted to accredited investors, may even begin fundraising immediately after filing if no objections are raised.
Exam Perspective: This move is designed to enhance the 'Ease of Doing Business' in the private equity and venture capital space, allowing for quicker capital mobilization in the Indian startup ecosystem.
