What happened

The Ministry of Tribal Affairs (MoTA) and the Indira Gandhi National Centre for the Arts (IGNCA) executed a five-year Memorandum of Understanding (MoU) on September 28, 2026, in New Delhi. The collaboration sets up an institutional framework focused on the systematic preservation, research, documentation, and digitisation of both tangible and intangible tribal cultural heritage. This includes vanishing tribal languages, oral traditions, crafts, folklore, music, cuisines, and customary practices. Smt. Ranjana Chopra, Secretary, Ministry of Tribal Affairs, Dr. K. Anil Kumar, Head of Department at IGNCA, and Shri Ganesh Nagarajan, Deputy Secretary, MoTA, took part in the formal signing.

Under the partnership, MoTA and IGNCA will develop dedicated galleries and digital museums highlighting tribal arts, artefacts, and the contributions of tribal communities to India's freedom struggle. In addition to cultural documentation, the initiative will facilitate sustainable livelihood platforms and exhibitions for tribal artisans across the country.

A central component of this cultural preservation drive is TribeX, a first-of-its-kind tribal digital learning platform and repository. Originally launched on July 7, 2026, by Union Minister for Tribal Affairs Shri Jual Oram during the National Workshop on Strengthening Tribal Research Institutes in Bhubaneswar, TribeX replaces the erstwhile Adi Sanskriti portal. The platform hosts 20 free certificate courses in tribal art forms, handicrafts, handloom, and traditional musical instruments.

TribeX also provides five UGC-recognised one-year hybrid Post-Graduate Diploma programmes in academic partnership with Sampurnanand Sanskrit Vishwavidyalaya, Varanasi. These diploma disciplines cover the Santali (Ol Chiki) language, Museology & Tribal Museum Management, Tribal Culture and Arts, Sustainable Tribal-Culture-Based Livelihood Practices, and Tribal Textiles. The platform currently holds an archive of over 5,000 multimedia resources, with plans to expand to 10,000. Content development and vetting for TribeX were coordinated with Samadhan Samiti, led by Dr. Priyanka Saxena, alongside MoTA Director Ms. Deepali Masirkar. The initiative directly complements the network of 29 Tribal Research Institutes (TRIs) supported by MoTA and aligns with the Bhubaneswar Declaration adopted on July 8, 2026, for TRI modernization.

PrepZen analysis

This partnership bridges the mandate of the Ministry of Tribal Affairs with the cultural documentation expertise of IGNCA, addressing the preservation of both tangible and intangible heritage. For competitive exam aspirants, questions in UPSC Prelims and State PSCs frequently focus on institutional frameworks governing tribal welfare, such as the role and funding pattern of Tribal Research Institutes (TRIs) and apex committee setups. In SSC and Banking exams, questions are often framed around specific digital portals, collaborating entities, tenure periods of MoUs, and university partnerships like the tie-up with Sampurnanand Sanskrit Vishwavidyalaya.
