Industrial decarbonization is now an imperative for export competitiveness , especially with the EU's impending Carbon Border Adjustment Mechanism (CBAM) imposing carbon costs on high-emission imports.Beyond CCUS, the Budget considerably expanded the PM Surya Ghar Muft Bijli Yojana, allocating ₹22,000 crore for rooftop solar in 2026-27, a substantial increase. This underscores a positive shift towards decentralized energy, which alleviates land pressure, minimizes transmission losses, and lowers household costs. Nevertheless, practical hurdles crop up , notably regarding discom cooperation and securing upfront financing. PM-KUSUM allocations for solar irrigation pumps have been sustained at ₹5,000 crore, demonstrating encouraging absorption. For nuclear energy, zero basic customs duty on imported plant equipment is extended until 2035, yet the sector remains capital-intensive with protracted timelines and inherent financial risks. Recent legislative changes allowing private participation face uncertainty due to pervasive national security and liability issues. Green hydrogen projects, despite budgetary backing, continue to fall short of expectations with meager actual spending, revealing a persistent chasm between ambitious policy goals and practical execution. India's climate budget for 2026-27 epitomizes a recurring pattern: ambitious declarations coupled with conservative financial disbursements , and a lingering doubt about its capacity to bring about the necessary private investment for accelerated decarbonization across essential economic sectors.
