NavIC's Challenges and India's Space Ambitions

India's indigenous navigation system, NavIC, faces considerable challenges, raising concerns about its ability to achieve its strategic objectives. Conceived in the aftermath of the 1999 Kargil War due to the U.S.'s refusal to share GPS data, NavIC was primarily envisioned as a defense program. However, its operational status is currently in jeopardy , with only three satellites functioning to provide crucial position, navigation, and timing (PNT) services. This situation falls short of the minimum four PNT-capable satellites required for a robust constellation.

The system's distress is largely attributable to a series of technical and systemic issues. Early first-generation satellites were equipped with Swiss-made rubidium atomic clocks, which have proven to be prone to failure. Although ISRO has since transitioned to indigenous clock technology, the path has been far from smooth, as borne out by the recent failure of an atomic clock onboard IRNSS-1F, just days before it completed its design life. Moreover, launch endeavors have not always been efficacious ; the NVS-02, a second-generation satellite, was put into an incorrect orbit, rendering it abortive. Several other satellites have either been decommissioned or failed to reach their intended positions, exacerbating the system’s degradation .

Beyond technical hurdles, institutional gaps also impede NavIC's progress. Despite space sector reforms in 2020 that sought to delineate ISRO’s role for R&D and NewSpace India’s for commercialization, ISRO remains both the designer and operator of NavIC, leading to an overextended agency. The absence of a dedicated national space law or an equivalent management body, akin to the GPS Directorate, perpetuates this structural dilemma . Furthermore, slow launch rates, budgetary constraints , and competing demands from other ambitious projects like human spaceflight and earth-observation satellites compound the problem. The government's push for electronics manufacturers to support the L1 band for interoperability with GPS, while simultaneously expecting military adoption, adds another layer of complexity. Consequently, ISRO's projected launch of three more second-generation satellites by 2026 does little to alleviate the prevailing lack of confidence in NavIC’s future operational efficacy .
