Expectations were high that Mr. Rubio’s visit, which conveniently coincided with the Quad Foreign Ministers’ meeting, would help to ameliorate this particularly challenging phase, largely attributed to Washington’s unilateral decisions. Despite repeated inquiries about President Trump’s online posts amplifying anti-immigrant sentiments and labeling India a “hell-hole,” Mr. Rubio consistently downplayed any issues, asserting that the relationship remained robust and that “President Trump loves India.” New Delhi, for its part, extended a warm reception, a marked departure from standard protocol. Prime Minister Narendra Modi personally welcomed Mr. Rubio upon his arrival, and External Affairs Minister S. Jaishankar dedicated a substantial portion of the weekend to meetings and events, including two U.S. Embassy receptions.
Beyond the diplomatic engagements, Mr. Rubio also undertook cultural visits to the Missionaries of Charity in Kolkata, Agra, and Jaipur. During the bilateral discussions, the Foreign Ministers explored the full gamut of collaborative areas, encompassing trade, energy, civil nuclear technology, and defense cooperation, in addition to regional and geopolitical conflicts. However, the bilateral segment of the visit yielded few tangible outcomes, save for an agreement on critical minerals cooperation, mirroring existing partnerships within the Quad and the 15-nation Pax Silica. Mr. Rubio’s reluctance to acknowledge any underlying problems in the relationship suggests that the U.S., once considered India’s most trusted partner, has yet to fully grasp New Delhi’s genuine concerns. Nevertheless, there remains a hopeful anticipation that India’s apprehensions were duly conveyed as both nations prepare for a potential Modi-Trump meeting at the G-7 Summit in Evian, France, in mid-June. This upcoming summit will offer the leaders their first opportunity to come face to face since Mr. Modi’s February 2025 Washington visit, presenting a critical juncture to iron out the relationship, especially in areas like economic stability, energy security, and regional cooperation, where it has frayed most significantly.
