Unaddressed Pension Woes: A Call for Urgent Policy Review

The recent notification from the Union Labour and Employment Ministry, outlining fresh regulations for the Employees' Provident Fund (EPF), Employees' Pension Scheme (EPS), and Employees' Deposit Linked Insurance (EDLI), has sparked considerable disappointment among pensioners. Many had anticipated a much-needed overhaul of the minimum monthly pension, currently fixed at a meager ₹1,000, and the outdated monthly wage ceiling for PF contributions, both of which have remained unchanged for over a decade. This sentiment of being overlooked is particularly pronounced given that a substantial portion—approximately 36.8 lakh of 81.5 lakh—of EPFO's beneficiaries subsist on pensions of ₹1,000 or less. These new rules are primarily a procedural consequence of the Social Security Code, 2020, which came into force last November and brings together nine distinct labour laws. While the Code signified a move towards a unified social security framework , the accompanying regulations have not addressed the pressing financial needs of many retirees . The concept of voluntary PF contributions exceeding the statutory wage ceiling of ₹15,000 is not novel; it was a prevalent practice until the pandemic prompted many employers to cut back on contributions due to financial duress . Despite repeated pleas from various stakeholders, the government has yet to accede to demands for an upward revision . The financial burden associated with increasing the minimum pension appears relatively modest , estimated at around ₹1,000 crore annually for over 20 lakh pensioners. A significant portion of the government's substantial annual outlay for the EPS, approximately ₹11,000 crore, is allocated to its own 1.16% contribution for members within the existing wage cap. There's a compelling argument for the government to reinstate universal EPS applicability for all workers, irrespective of their earnings. Should the EPFO's administrative capacity be a concern, a specialized scheme could be worked out with the Pension Fund Regulatory and Development Authority. Furthermore, continued efforts to streamline and accelerate claim settlements are imperative . It is incumbent upon the authorities to remember the profound repercussions of these decisions on millions of employees and their families, ensuring that the framework truly safeguards their future.
