India-U.K. Trade Pact: Navigating Opportunities and Challenges

India's recent negotiations for the Comprehensive Economic and Trade Agreement (CETA) with the U.K. underscore a discernible shift in New Delhi's foreign trade strategy. Moving past earlier accords that often tilted the trade balance unfavorably, India is now adopting a more pragmatic stance, meticulously calibrating liberalization with vital domestic interests. This evolved approach was also evident in the New Zealand FTA, where India succeeded in safeguarding its dairy sector from intense external competition. The U.K. CETA promises significant gains, offering zero-duty access on a vast majority of India's exports. This initiative aims to bolster India's export capabilities and foster deeper integration into global supply chains. However, the path to fully realizing these advantages is laden with hurdles . Many Micro, Small, and Medium Enterprises (MSMEs), crucial to India’s economy, often fall short of the necessary documentation and compliance capacities to leverage these tariff benefits effectively. Furthermore, stringent U.K. standards – particularly sanitary, phytosanitary, technical, and sustainability requirements – represent a greater impediment than tariffs themselves, potentially restricting their market entry. Historically , India has come up against challenges in fully harnessing trade agreements, primarily due to limited awareness, cumbersome administrative processes, and exorbitant compliance costs. This is exemplified by the widening trade disparity with ASEAN post-FTA. To avert a similar fate with the U.K. pact, India must urgently buttress its regulatory framework, enhance intellectual property protection, and refine dispute resolution mechanisms. While the U.K. currently constitutes a modest portion of India’s overall merchandise trade, the agreement does bestow access to a high-income market where India already enjoys a trade surplus. Yet, this advantage could wear off if U.K.’s price-inelastic luxury imports outpace India's labor-intensive exports. Ultimately, CETA’s true success will not merely lie in securing market access but in actively converting that access into sustainable market share, holding up robust domestic reforms. This requires a concerted effort to build up a competitive industrial ecosystem .
