India's Shifting R&D Landscape: Private Sector Takes the Lead

India's research and development (R&D) landscape has experienced a significant transformation , with the private sector now leading national innovation spending. Recent data from the Department of Science and Technology reveals a landmark achievement: private industry contributed 51.8% of R&D expenditure in 2023-24, surpassing combined government outlays for the first time. This marks a profound departure from the previous decade when corporate contributions barely exceeded a third. Furthermore, private entities currently employ a greater number of core researchers than public institutions, signaling a fundamental shift in the nation’s scientific workforce dynamics . The surge in private R&D spending is particularly striking, almost doubling from ₹46,388 crore to ₹82,975 crore between 2020-21 and 2021-22. This rapid escalation contributed to a substantial overall R&D increase, from ₹1.27 lakh crore to ₹1.95 lakh crore within a single year. Transport firms have emerged as the foremost corporate investors, followed closely by the pharmaceuticals, biotechnology, and information technology sectors. These industries now represent India’s most research-intensive domains , with transport R&D having roughly tripled since 2020. While some officials attribute this trend to a post-pandemic realisation of research’s importance for competitiveness, another interpretation suggests improved reporting mechanisms play a crucial role. Stricter RBI norms and mandatory sustainability disclosures for listed firms, implemented concurrently , likely led to a more comprehensive capture of existing R&D expenditures, including those in foreign subsidiaries and captive multinational centers. Consequently , a portion of the apparent growth may reflect better measurement rather than entirely new capital infusion . Nevertheless, genuine investment is flowing into nascent fields like AI, chip design, and semiconductor fabrication , though much remains infrastructure development. Despite these advancements, India's overall R&D investment remains modest at 0.84% of GDP, lagging behind global leaders like South Korea (4.94%), the U.S. (3.45%), and China (2.58%). The country also faces a considerable shortage of researchers per million people. A further concern is the private sector’s priorities, with advertising expenditure exceeding research in the last fiscal year. For this shift to be truly beneficial , it must cultivate a larger pool of specialized talent and enhance manufacturing capabilities, thereby reducing India’s dependence on low-cost services. The Anusandhan National Research Foundation, established with a significant corpus largely from private sources, aims to address this critical need. Its ultimate success hinges on effective implementation and delivering on its mandate .
